Can I do a stacked bar with a numbered axis but percentage labels?

I've seen this before, where the axis is the actual number but the data labels are the percentage for that part of the whole. However I can't figure out how to replicate.

One way is to select each individual Data label then click in the Formula bar to link it to a specific cell with your percentage.
