how to create chart with completely customized x and y axis with overlaying text?

I need to create an "Illuminance Data" chart. The chart compares the width of two beams of light over a distance of 10 ft. See image. BX-LED-cleardustcover-HL-0.jpg

Ho can I do the following in excel:
–*control and specify the x and y axis so the ratio across multiple charts is always the same (and beam width is easily compared)
–*show distance 0-10ft on the y-axis and width on the x-axis?
    – overlay text onto the graph showing footcandle levels at 2, 4, 6, 8 and 10 feet.

Looks to me like it would be easier to do with a just a table and a pair of superimposed triangles.
