How to match up a number on the primary axis to a specific number on the secondary axes

I have a line chart with two sets of data in it. The primary axis is the percentage of calls accepted in that day, and the secondary axes is the average hold time (This chart shows the last 30 days). The determined service level is at least 90% of calls accepted with a hold time of 00:02:00, or less, so I want to create a horizontal line representing this service level. I want the user to be able to see when the lines go below the horizontal service level then we are not performing well. Also, is it possible for the line to change color when going below the horizontal service level?

Is it possible to have one horizontal line that meets at 90% on the primary axis and 0:02:00 minutes on the secondary axis, instead of having 2 horizontal lines?

I dont think so as both are different data
but I believe those two red and green line can be viewed as base lines.
