scatter plot with 2 extra dimensions time and location --- HELP!

    Hello all,
I have found myself quite stupid when trying to create a scatterplot.
I'm not sure of the correct terminology but I would like to create a scatter plot which displays x=percent of project funded, y=percent of project accomplished. This is easy enough, but I would also like to represent this by time (month 1, month 2 month 3) and by location (state 1, state 2)
I have several states to report on and would like them to be the same color series. I would like to also illustrate the time dimension, so x & y for texas at month 1, month 2, month 3, x& y in new york at month 1, month, and so on.
OH GODS of excel, hear my cries! (many thanks to any one who aids this mortal)

I find that the key to solving this sort of problem is more of a spreadsheet problem than a charting problem.

IMO, the best first step is to extract the desired subsets of the data from the main list. I never use Excel for database type work, but would expect you could accomplish this using filters, pivot tables, database functions, or lookup functions. I expect the result will look something like:

Once you have the each desired subset in its own block, then you can add each subset to the chart as its own series, and format each series as desired.
