Creating a scatter graph with Red / Amber / Green background coloured plotting area

Hi - I need to create a scatter graph with indexes of 0 - 5 for X and Y, each axis having intervals of one.

I will be plotting data - all values are integers - for an X value of between 0 and 5 and a Y value of between 0 and 5

I need the graph to have a background colour fill in each of the 25 squares of either red, amber or green colour with:

Green coloured 'squares' for product of X and Y of less than 4

Amber coloured squares for product of X and Y greater than 4 and less than 9

Red coloured squares for product of X and Y between 10 and 25

I then need the data to be plotted into the graph..... I have attached a workbook with some sample values and an illustration of the background I am looking for and some of the flexibility that would be ideal....

you can create the colour shading by using stacked column chart.
The points can be plotted as xy-scatter series although the y values will need to have 0.5 deducted in order to align with the centre of the areas.
