Data validation list tool in chart range treats each entry as a separate series.

I am wanting to chart a range of data (scrap tracking) that utilizes the data validation list tool. i am having the user select the department(1,2,3) which the scrap occurred in from a drop down list, then enter the weight under which reason the scrap is attributed to (w,h,t). I have attached a copy of the test worksheet i am trying to do this with. I want the chart to recognize only the three departments not each entry (row) and have only one series per department. The totals should sum. Please advise on how i can accomplish this.

I can see that user can select the department 1,2,3 in B17:B19 but ideally it should be one cell with a drop-down containing 1,2,3.. correct ?
now, where you want user to enter the weight ?
