Chart from multiple tab + Cycle Function

Hi all,
First pardon me my English not very good. I will try to explain as best I can


I want to create a skill matrix (ie from ms office to role specific job functions).
To have charts reading from multiple tabs across different departments within the company,
(sample of dataset is in Database Query attachment)


The chart I want to produce looks like something i found online in the (database chart attachment)
Whereby If I press F9 it will cycle through the departments showing their skill average across systems.

Does anyone know how I can do this.

I do not really have good knowledge in charts
