Four quadrant Excel Chart

Hello,
My name is Andrea and I'm new to this forum.
I'm trying to create a chart that depicts the following info in a four quadrant chart. I'm only using the three top and three bottom overall samples.

Value Info Impact Engaging
Sample 1 80% 89% 82% 71%
Sample 2 79% 89% 79% 59%
Sample 3 73% 95% 75% 61%
Sample 4 72% 97% 94% 80%
Sample 5 69% 91% 83% 35%
Sample 6 67% 93% 85% 30%
Sample 7 58% 92% 83% 48%
Sample 8 56% 82% 74% 49%
Sample 9 44% 91% 75% 32%

Please see attached file for what I want the chart to look like. Is there a way to do this? The chart I created I did it manually and the accuracy leaves much to be desired.
