Color Graph Multiple Colors with Formula

Here's my situation: I've got 100 program-produced combinations of the counties of Iowa and I need visual representations of them for a presentation. There are 99 counties divided into four groups for each combination, and it would be incredibly painstaking to color these using an image editor; I would make mistakes anyway. I can easily graph the state using coordinates, so all I would need is a method of telling excel which of four colors to make each data point. Is there a way I can do this?

Use 4 data series and use a formula to determine whether the point/colour should be plotted.

Search for conditional charts or post example workbook if you need more help.
