I would like to know if it is possible to produce graphs like this one(special border effect) using Excel:

If not, which tool should I use?

Hi aha123 and welcome to the forum,
The "graph" you want looks a lot like conditional formatting data bars. See:

I don't see where you need a graph to do what you want.
One test is worth a thousand opinions.

No, sorry I didn't state my question clearly. This graph itself is a screenshot of a Google Analytics chart. I want to know how to create the border effect to the graph: shadow on the right and paper torn apart at the bottom. I put this question in WebDeveloper forum and nobody answered it, so I came to here for help. I guess there must be many graph/chart gurus here.
Find a picture that looks like you want and use it as the fill picture for the chart.
Entia non sunt multiplicanda sine necessitate
The "torn edge" effect comes from a screenshot tool. Most probably SnagIt.
The chart has not been formatted like this with Excel, but shg's approach would work.
teylyn, wow, SnagIt is very cool! Do you know any other tools similar to ShagIt?
no worries. I found this review covering popular screenshot programs.

SnagIt stands out as the #1.
