Negative Data Label showing on positive side in Bar Chart

I have a bar chart with below values and I'm using values as Data Labels.
a 12.3
b -0.1
c -0.5
d -0.6
e -0.9
f -1
g -2.1
h -2.2
i -3
j -5

Somehow Data Label "-0.1" and any negative values less than 0.5 always shows on the right side i.e. positive side. But the actual bar is on the correct side, only the Data Label gets displayed on the wrong side. Does anyone know why does this happen & any solution? Please see the attached Chart example

Is there a way to programmatically set both minimum and maximum to be the same (in this case -15)?
