How to chart points on a scale

I am trying to chart this picture using excel.



I have tried bar charts but data points won't line up at the correct axis and I'd like to gradient the background to indicate areas better.

For the background, you'd have to use a picture if you want more than the two colours on the gradient.

Jon Peltier describes two ways to make charts like the one you need.

I attach a file with samples for each method. You just need to find a suitable image for your background fill.
