Excel does not do what you want very well.
First thing, select the data and create a standard bar chart. Then, go to Chart >> Source data, and in the Series tab, copy what is shown for values of the Frequency series and paste them in the empty box at the bottom for category (x) labels. Then, delete the Frrequency series. Close the source data dialog.
Next, go to Chart >> Chart Options. In the Axes tab, change the Category (x) axis to Time-scale. This will look very weird for a moment. Close the chart options dialog.
Either double-click or right-click on the x-axis and open the Format axis dialog. In the Number tab, change the format from Date to Number.
To get the spikey look, double-click or right-click on one of the bars and open the Format Data Series dialog. In the Options tab, increase the Gap Width to suit your pleasure.
