Data Table Formatting Issue in Chart

I have a chart (showing the data table) that is linked to another spreadsheet. When that linked spreadsheet is open, the numbers in the data table show as percents, which is what I want. But when that linked spreadsheet is closed, the numbers in the data table become decimals, losing the percentage format. Do you know why that happens and how I can fix it?

I did post this on Experts-Exchange and could not find a solution. It seems it is impossible, but thought I'd post here as well to see if anyone else has found a solution. Thank you!

Are the cells holding the values (links) formatted as Percentage? or is this format only detected when the workbooks are open?
