    Challenging Graph problem!

Ok, for one of my assignments I have to re-create a graph from the IPCC (Intergovernmental Panel of Climate Change).
I have worked a couple of hours on it, but now I am definitely stuck and I don't progress anymore, so it is really, really, bugging me.

Ok, so here we go: This is the graph we have to re-create, it only is the TOP graph.

I have the datafile, it is just two rows, one with dates the other one with nrs, so no need to post that I think .

So, where did I get? I did get the x-axes marks down (so the dates are not messing with the columns), but cannot get the line and the tick-marks down. Also, how to get the ticked lines on the right side and on top?
I chose as chart-type a normal column, there are others like "line-column on 2 axes", but if I try to import my data in it I get a complete mess.
Also, I got the tick marks on the left side done, but the tick marks are a lot smaller than they appear in the 'official' graph...

I hope there's someone here who might give me hints to solve this... The excel help file doesn't get me any further.
