I have a data set of survey questions which looks something like this. Each row is one person.

Answers are 1, 2, 3 or 4.
I would like to make a pivot tabel which summarize each departments

How is that possible? Havent found instructions on internet.

Please attach an actual Excel file with some sample data so we don't have to make one up from scratch.
Given the format of your data, I'm not sure a pivot table is necessarily going to be the solution. Also, we have folks who are good with Power Query (but not me) which seems to solve a lot of this type of problem.

Here is an example. I have also made an pivot in the second sheet. But the problem is that I only manage to display one question at a time. But it doesn't necessarily need to be pivot.
This proposal employs Power Querry which should be included in the 2016 version of Excel.
1. Convert the data in the range A1:D9
2. On the data tab select From Table/Range
3. Paste the following code into the advanced editor to produce the orange/white table in columns F:H3. Produce the pivot table from the new table
