How to swap between to verticals axis

Hello Everyone,
I have and excel chart with 2 vertical axis.
The problem is each axis is far from the data concerning it.
How can I swap between the 2 vertical axis?

In the example attached, There 2 axis, 1. for Big example - there budget is measured in Milion Dollars.
2. For small companies, there budget is measured in 100,000 Dollars.

The chart turn out to be that the histograms of the big companies is near the chart of small companies.
How to switch between the 2 vertical axis so the big companies will be near the axis of big companies and the axis of small companies will be near the small companies?
