Time Phased Plot - To show cumulative Sum at given point in time

Hello Folks,

I'm looking for a way to plot a chart that shows the sum of values across a given duration (month to month). However, values in each row are "applicable" across defined overlapping windows. So at any given point in time the chart should show what is the cumulative sum of all values that are applicable.

See attached excel for clarity on what kind of chart I'm looking for, I need the chart to be plotted using only the information within yellow highlighted A1:C11. Will really appreciate if someone can assist me with this.
