A concentric circles doughnut chart in 2010

I know it may not be the best chart, but it is the requirement.

I want to be able to do something like this - however I don't have excel 2013 so cant use the addin.

I got close with using doughnut charts in excel, but it was pretty hard going. I couldn't get it to name each of the doughnuts with the series or get the colour scheme to have the extra part being white.

Does anyone have a template or some instructions on how to do it?

I am not a charts expert, but maybe some sort of combination of these two might help?

Here is a quick example.

A Donut chart is the simplest way to get the radial bars.
Each ring should have 2 data points. The bar and a padding value to complete the loop.

You will need to format the second data point of each series to have no fill.

The labeling of each bar is a little more tricky. In this example I used a line chart with date axis, in order to get all the points in the same X position.
The Y positioning alignment is guess work. The data labels are linked to cells in order to display name.

I have left 1 chart incomplete in terms of formatting so you can see the axes
