Conditional formatting to show difference

Hi. can i know how do i apply conditional formatting to show up/down arrow for difference between 2 months on an adjacent cell in this case cell I11. I would require the cell to show the difference in figure as well. In this sample the cell to show up arrow and +5 in cell I11.
