Bar Chart - Progress Bar

Hello all!
I am trying to insert a bar chart into excel that I have seen elsewhere, but I cannot figure out how to get the look. Attached is a pic of what I am looking for.
All I want to do is to compare two numbers, the budget total and the total spent so far.
Can anyone tell me how I can get a bar chart like the one in the attached pic?
