How to create Witthauer chart?

Does anyone have experience with creation of Witthauer chart in Excel?
Can you explain how to do it and to attach real excel example please?

I do not have any experience with this chart, and a quick internet search for "witthauer chart" finds no examples or descriptions or anything of what a witthauer chart looks like. If you can provide a suitable description and/or example of a Witthauer chart, we should be able to help you build such a chart in Excel.
