Create Speedometer Chart

Hi,

I need to create a "Speedometer Chart" but tailored to my needs. I've seen on other sites how to create the "Speedometer Chart" but it's not exactly what I need.

Refer to the attached image for a better understanding.

Basically for the chart, Green starts from "0" and ends at "target's value", Amber starts from "target's value" and ends at "guarantee's value", red starts from "guarantee's value" and ends at a value that can maybe fit 200% of "target's value".

So, the green amber and red segments should roughly be of the same area, and the speed dial moves accordingly as I input the aforementioned values.

I don't know if this is too much to ask for? But I kindly appreciate any help rendered!
