Excel 2016 simple line chart issues (label is detached & format won't take for 1 location)

Well I figured out the second problem - somehow the box containing the text had gotten distorted, and I was able to tell it to resize to fit the text, and to reset the box.

But the first problem remains, a floating line label.

Got it figured out. I deleted the textbox, and then re-created it, making sure to have picked inside the chart first.
Now when the chart moves, so does the text box.
