excel filter no boxes are shown to check or uncheck

11,000 rows are too much for autofilter to extract each unique value.. Would Advanced Filter be an alternative?

I can put a filter on a much larger list that 11000 and have done so without this issue. Plus excel will tell you that not all values are loaded because of a size that is too large but that is not my issue. I think you misunderstand. Here is the best way to show you what I am seeing. See picture
