Pivot Table not filtering out my zeros...

I have a Pivot Table set up like this:

I go in to filter out any 2016 Requested that is equal to zero:

But I still see all of my zeros in the PT like this:

So what I REALLY want is to filter out items with a 2016 Requested = 0 AND Notes = 0. But no matter what I seem to do, I can't figure out how to make the PT show me all of the lines where either there is a note or a positive number...any help would be appreciated!
