My pivot table is treating a number as two separate items

I have data from another program for each month that has been put into Excel. When the data comes into Excel, some of the "label" numbers populate differently than other times. This causes the Pivot table to calculate the data as two different labels. I have tried to copy one and paste the rest to make them the same but I have over 33000 rows of data to go through. I have no control over how the data comes from the other source.

How can I make the pivot table see the Label as one? Is there a formula to be able to change the "Label" column numbers to be the same? Or is there something in the pivot table options that will allow all to be treated as one?

I have tried to format the cells to number, to general, to a custom format but this does not help.
I have attached an example to show my issue. The cells in the "Labels" column are all formatted as number in the attachment.

Thanks in advance for any help.
