how do I set the decimal places of the Format Axis by a value in Cell P1, "0.000"

On Excel 2003 the syntax (tested and working) is:

You probably need 'Text' instead of 'Value':

I prefer on one line like you have it, but I used 'With' for PrettyPrint purposes.
