Creating a line graph over a bar graph to show actual v.s. goal?

I am trying to find a way to create a line graph over a bar graph to show actual v goal in the same chart. The actual numbers are bars, where goals will be the line. Each program has its own goal, and the goal may be changed so I am looking to have a live chart as opposed to super-imposed 'draw' lines on the graph.

I am attaching a worksheet with a basic example of what I'm looking for, but using the draw tool. +1's for all who help, I'd really appreciate it!
