Pivot Charts from external data not refreshing

OK I have an Excel file with 3 different external data sets coming in to different tabs. Then I have about 14 tabs with different pivot tables, each with a pivot chart. Now I have everything set to refresh on open and every 5 minutes. Pivot charts are set to use dynamic pivot table. But, the charts are not refreshing when the file opens. Also it seems to work once after I save the file, close it and reopen it. But then the next day it seems to not be refreshing the charts again. It does work if I refresh all twice, manually. The problem I have is that my users will not do the refresh all and then they say my reports are not working.
