Column Chart Not Working if First Column has Zero

Hi,
I've attached a sample. In the sample, if the last row (year 2013) is removed from the data selected, the chart works. When included, that data point is the only one shown. I've spent an hour on this. Can anyone help? I need to present it in the order I have it.

Increate the height of the chart object to about 60cm (down to row 150).

That should reveal the reason why you think the chart is not working.
