How to plot a comparison of only 3 points against 9 in graph

More as a starting point, than a presentation ready solution, you could consider attached.
For the groups (they are different width 4-1 <> 7-5 . it makes life harder) i used the table with grupped data separeted by empty rows to do scatter plot on secondary axis

so for each group there are 4 lines - lower limit, upper one, 2006 and 2007

Note that on X axis I do not use 1-4 but 0.5-4.5 etc. to achieve span of the lines through whole width of the group.
