Run a macro on an uploaded .csv file

I was wondering if there was a way to run a macro on a .csv file uploaded through a webpage and then return an .xls that can be downloaded by the user?

Any help on what technologies I would need to use would be greatly appreciated.

What we need:

*The macro idea you want

The site isn't created, the macro just applies some formatting and creates pivot tables based on the data provided.
