hard to be sure exactly what you're asking - how do you define "at risk" or "on target"?
I think it may be as simple as:

copy into H2 and fill down.
though column g looks like it may be intended to be a representation of the total quantity to date, and if so, perhaps you're looking for a formula which determines whether you're currently behind schedule given several rows of deliveries?
in which case you probably want something like:

... or perhaps you'd like column g to do that sum for you in which case instead of sum($f$2:f2) put g2...
any of those help?

About all I know on the topic of risk analysis is that it is a fairly well known discipline in a couple of different areas (http://en.wikipedia.org/wiki/Risk_analysis ). I have never studied risk analysis (I don't know of anyone on this forum that claims to have studied it), so I do not know how such analyses are performed. When I see questions like this, I wonder how much of the question is about Excel and how much of it is about how to perform risk analysis (independent of tool). If you already know how to perform this risk analysis, but need help programming the analysis in Excel, help us understand the math principles, formulas, and algorithms that are needed and we should be able to help you put it into Excel. If you need instruction on how to perform risk analysis, I might suggest you find a tutorial or teacher who can explain how to perform risk analysis. If you then need further help getting the analysis into Excel, bring the information back here and we'll try to help you program the spreadsheet.
