How to ... randomize a 10 digit number with entries that are weighted

So I'm trying to make a random number generator using weighted average/percentage numbers so that say 50 comes up 60% more often than 13, etc. Your input in this dilemma is appreciated - I'm out of practice in excel!!

I have a group of 110 numbers (for ease of distribution). Each number is ranked 1-5; 1 appearing 1 time for every 5 times the #5 ranked number appears ... so I have tried using percentages, and numbers to no avail.

I can't seem to get excel to recognize that 1 is of lesser importance than 5 and the corresponding number should appear less often. I'm REALLY out of practice in coding, so if a macro is needed I'm going to need HELP!!
