Need help with a sort marco

The attached image just has dummy data Example1.jpg but I need to make a macro that when I run it, it changes the order of accounts to be listed in the following order

From highest Utilization to lowest utilization then from highest rate to lowest rate, putting the ones with no utilization at the bottom sorted by rate.

it would be helpful if the data is not sent an image. there is an excellent provision to attach a data sheet or workbook in this newsgroup. please take advantage of it.in the image you have sent
    1.the macro is not there
    2. I do not know how to transfer this image into excel sheet and work on it.
I am not an expert. better solutions may be available

Some of your fields are text that look like numbers. You might want to correct this as this can cause major calculation problems down the line.

Re: Need help with a sort marco

My debt plan.xlsmI think I corrected that but I have a new problem when I hit sort accounts it's now putting the accounts with 0 balance at the top and flagging them all as close to the due date when it should only me marking the accounts that need to be paid within 9 days as due. I'm using conditional formatting to have it do the marking of accounts

The two conditional formatting rules I'm using are
