Take a look at the top of teh scroll bar, just above the ^ you should see a small "square" with a "minus" sign on it...likewise to the right of the bottom scroll bar

Yes, that's what I'm used to seeing. But it's not there. There is a blank space just above the ^. If I hold down the mouse button there, a double headed arrow appears and dragging it increases the size of the box where the current cell contents are located. I suspect, if it's still available in 2013, that it's been suppressed.

Yes, I know what to look for and it would be exactly that. But it's not there.
There's no little block to select and the double down arrow is missing too.
Here is what I'm seeing:

hmm OK (no offence meant, we get users at all levels of experience, hence my reply)
I will push this to the other experts, maybe there is a setting in 2013 for that
I don't see any setting for this in the Options so that would leave me to believe that this feature must have been deprecated from Excel 2013.

(ALT+W+S is to switch windows and not split panes it appears.....)

Yeah, it does almost the same thing but takes more steps!
In older versions you could split the window with one vertical split and one horizontal split.
Using the Split command from the View tab gives you 4 splits, 2 of each, but you can "drag" one of each off the window if you want.
