Excel will ONLY copy and paste text

My version of excel has somehow set itself to only copy and paste text. When I copy a cell, the lasso that usually shows up to indicate the cell has been copied flashes and then immediately goes away. When I try to paste that cell, it pastes only the value in the cell, no formulas. I tried to "paste special" like you would to only paste the value, etc. and the only options to paste are "Unicode Text" and "Text". This leads me to believe that there is some sort of storage error (excel is copying and storing the cell as text and doesn't even recognize that it copied a formula).

I have already tried "Repairing" office via setup. After that didn't work, I uninstalled and re-installed office which was no help.

Is there some sort of setting I am overlooking? I don't recall ever stumbling on an option like this.
