Excel 2010 Traffic Light Formatting

I have a spreadsheet that I am trying to add traffic light conditional formatting to. I have used it in the past, but I am unsure as to how I will make this particualr scenario work.

Cell C14:T14 have a percentage of profit made

C14 is the percentage that we originally planned

If D14:T14 are = C14 +/- 2% I want a yellow traffic light
If they are Greater than 2% above C14 I want a Green Traffic Light
If they less than C14 - 2% I want them to be red.

Any help would be greatly appreciated.

These will be 3 simple conditional formattings:

select Greater than....

and of course, select the cell format you want for each condition.

Attached is a sample spreadsheet with the desired functionality. Note that in the formula I use for the conditional format, I use "C2" with no '$' (anchor symbol) because I want the conditional format to apply to every other cell in the range as well. But, $C$1 is anchored since all the cells in the range are being compared to C1 (or in your case, C14).
