I would approach this like so:
I'm sure, if you really wanted to, you could nest some of that together into a single formula, but I like my heresy of using helper cells and ranges, so I will leave it to you to merge that together into a single formula, if that's what you really want to do.![]()

It should be nearly obvious how to nest the percentrank() formula inside of the vlookup() formula (instead of the reference to B2).
Hard coding lookup tables inside of lookup functions is harder.
I would also suggest a better title. Almost any thread in the "excel formulas and functions" forum could be titled "urgent need help to solve excel formula". If you like the approach I'm using, a title that reflects "nesting lookup table inside of lookup formula" might be more descriptive of what we are doing here.
